Saint-Omer has a remarkable and recognized historic center. To ensure its sustainability while promoting its evolution, a Conservation and Development Plan (PSMV) is being developed.

The historic center of Saint-Omer constitutes an essential element of the attractiveness of the Agglomeration both through its exceptional heritage quality and its cultural and tourist dynamism.

The enhancement and preservation of architectural, urban and landscape heritage promotes the construction of an original urban project strongly anchored in history and the territory and allowing the city to evolve over time.

In recent years, recognition of the heritage value of the historic center has only grown, from the site registered in 1976 to the City of Art and History label in 1997.

The evolution of the city over the centuries has provided an exceptional panorama of the history of the European city from the Middle Ages to the present day.

To offer its residents and future generations a sustainable living environment taking into account new urban changes, the Agglomeration has engaged with the State and the City of Saint-Omer in a procedure to develop a Plan Conservation and Development (PSMV).

With the PSMV project, it is the extraordinary quality of the center of Saint-Omer that the Agglomeration and the State wish to promote by taking into account urban developments, with the aim of developing its attractiveness and improving the environment. of life of its inhabitants.

Congratulations to François Decoster and his team for having obtained the "Remarkable Heritage Site" label for the city of Saint-Omer, a label that will allow the implementation of the renovation and tax exemption program that HELMAN PATRIMOINE will promote.

The "Historic Monuments" tax system

The advantages :
  1. The Historic Monuments Act escapes the capping of tax loopholes and allows a deduction from the total income or property income of 100% of the restoration work expenses incurred by the investor on the building classified or registered as a Historic Monument as well as 100% of the loan interest and this, without any ceiling.
  2. No constraint if the owner gives his property for rent. In this case, the landlord can deduct from his taxable income many charges related to the rental.
  3. If the investor does not rent out his property, he can still deduct from his taxable income all or part of the expenses relating to the property such as, among others, maintenance and repair expenses, property tax, management or guarding costs, as well as fees related to the building.
  4. The transfer of the property, even if the heir does not belong to the family, can take place with total exemption from inheritance tax.
  5. The Investment in Historic Monuments can in some cases not only significantly reduce the wealth tax but even cancel it completely.

The constraint :
  1. There is only one. The owner is required to keep the property for 15 years from its acquisition.

The "Malraux Law" tax system

Adopted in 1962 to protect and conserve the French architectural heritage, the Malraux law is a real estate tax exemption system that allows the owner who undertakes renovation work on an old heritage property, to deduct the cost of rehabilitation from his taxes.

The amount of the tax reduction ranges from 22% to 30% of the amount of the work depending on the classification of the patrimonial perimeter where the building is located.

Expenses that give entitlement to the Malraux law tax reduction are retained within the limit of 400,000 euros over 4 years. If the amount of the expenses is lower, the taxpayer can charge the work over 1, 2, 3 or 4 years. He then benefits from the entire tax reduction.

This work must concern a building located in an eligible area, be carried out on the entire building and be validated by the official Architect of the Buildings of France.

The building must then be rented as a principal residence for a minimum of 9 years.

In parallel with these steps, our financial partners, bank or broker according to your choice, will take care of obtaining you the best loan offers in order to bring you the cash you may need by minimizing as much as possible your financial effort.

Once the work is completed, still under the control and responsibility of the prime contractor, and if the tax program requires renting the restored house for a fixed period, Helman Immobilier will take care of the installation of tenants for the necessary time.
